Report by Browne to Robert McClelland, U.S. secretary of the interior, of his investigation of charges that Willis A. Gorman had misappropriated Indian annuities and other public funds while serving in the dual capacity of governor and superintendent of Indian affairs in Minnesota Territory. Browne concluded that the charges were not substantiated, but recommended that a separate superintendent of Indian affairs be appointed for Minnesota.

Willis A. Gorman was born January 12, 1816 in Fleming County, Kentucky, the son of David and Elizabeth Gorman. The family moved to Bloomington, Indiana in 1836 where Willis studied law at Indiana University. He was elected to the Indiana legislature when he was 23 and served five terms. Robert McClelland was a Michigan congressmen and governor. He was born in Greencastle, Pennsylvania on August 1, 1807, and graduated from Dickinson College, Carlistle, Pennsylvania in 1829. He worked as a teacher before his admission to the Pennsylvania bar in 1831. McClelland moved to Monroe, Michigan two years later, becoming delegate in the state constitution convention in 1835.
